The incident led to the temporary shutdown of the Central Terminal Area tunnel and the multi-storey parking facility.

Formal charges have been brought against two men in connection with a luggage theft where a substance thought to be pepper spray resulted in harm at the major London air hub.

Tyrone Richards, 31, and Anton Clarke-Butcher, 24, now face two counts of robbery and two counts of using a harmful chemical, according to official statements.

This legal action stems from an probe of an attack at the parking structure at Heathrow's Terminal Three on the weekend. Earlier that day, two female travelers had their suitcases taken after getting out of a car park lift, according to law enforcement.

A toddler was one of the people hurt in the event. A total of five individuals required hospital care and were subsequently released.

The incident – which authorities stated was a standalone event and not considered a terror-related act – resulted in train delays and the temporary blocking of the main airport road tunnel and the Terminal 3 car park for a limited duration.
